Terrorist Financing

Following the rise of militant groups across Iraq and the Levant and the associated wave of Islamist-inspired terrorism in Europe, the issue of terrorist financing has never been more pressing.

The manner in which terrorist organisations and operatives fund themselves has often been the source of conjecture or anecdote. This project addresses this knowledge gap by providing evidence-led research into:

  • The revenue streams used by violent non-state actors;
  • Identifying the strengths and shortcomings of counter-terrorism financing; and
  • The sources of funding used by jihadists for attack-planning in Europe

In 2017, the project published ‘Caliphate in decline: An estimate of Islamic State’s financial fortunes,’ which identified and quantified the revenue streams used by the group from 2014 to 2016. This work is supplemented by briefings on counter- terrorism financing for leading businesses operating in the global financial sector, in addition to the production of weekly papers focused on regional security issues.
