In his seminar at ICSR, Frank Foley compared recent British and French responses to Islamist terrorism. This assessment was based on Foley’s interviews with more than 40 counter-terrorism officials in both countries. He discussed the different approaches that these governments have taken to counter-terrorism operations against Islamist terrorists and their supporters, as well as outlining the importance of the domestic political context that shapes such measures.
