Some Western counter-terrorism approaches, he argues, appear particularly vulnerable, and might inadvertantly exacerbate the threat. Left unaddressed, these challenges will increase in complexity, scope, and possibly, severity.
The paper makes several poignant recommendations, including the leveraging of Islamist ‘decision-brokers’ as a way of offsetting these approaches.
